I am looking for a foreign language learning system/school/program
that *explicitly* makes listening comprehension its primary focus.  (I
emphasize that this emphasis on listening comprehension must be
explicitly stated, and not inferred by the researcher from something
else.)  I am interested in either French or German.

I have found information on a reputable foreign language center that
allows for individual classes, where the individual sets the goals.

No.  As I said, I'm specifically looking for specialists in listening
comprehension, not in someone willing to let me set my goals
(irrespective of their expertise to help me achieve those goals).

I have found some programs that explicitly emphasize listening
comprehension that are available for distance learning or for purchase
by charter schools or those interested in home schooling. Would this
type of a product meet your needs?

I don't mind distance learning.  If listening comprehension is the
primary focus, then it meets my needs.

products that will help you learn either German or French which put
listening comprehension as the primary approach. In addition to

Both Talk Now and World Talk emphasize listening comprehension over
reading and speaking skills. While the games teach the user to master
recognizing the sounds and meanings of words and phrases, the speaking
exercises are less thorough. While you can record your voice into your
computer's microphone, the program offers no feedback, visual or
otherwise. The only benefit to this feature is being able to hear
yourself speak, and determining for yourself how you sound. Reading
comprehension is limited in Talk Now as well, since many of the games
