I am looking for a comprehensive list of MFA programs in Costume
Design.
Often it is found under Theatre, Theatre Design and Technology, and
Costume Technology. I am looking primarily in the United States but
the UK also interests me given their excellent reputation for Theater.
Here are some sources that may help: USITT (United States Institute
for Theater Technology), NAST (National Association of Schools of
Theater), Petersons (the best college search engine I've found; it
lets you specify the kind of degree you are looking for (Masters) and
entering Theater brings up some programs and plenty of irrelevant
entries).
More specifically I am looking for schools with a strong technical
(vs. conceptual) bent, and I would prefer to pay under $10,000/year. 
Also I would like to be at a University or a program with regular
productions in a working theater (as opposed to Fashion school).

How many schools would you consider "comprehensive"?  I have found
several well known Universities in the US that offer MFA in Costume
Design programs.

Hi smokey17,

This was a fun question for me to work on, as I strongly considered
getting an MFA in Costume Design back in 1998 when I was debating what
to do with my life.  I looked at a number of the programs below – my
criteria were very similar to yours – so putting together this list
was fairly easy for me (I already knew where to look!).

Please note that not all schools give reliable tuition and fees
information.  I’ve listed the amount they display somewhere on their
websites – with a guess (in some cases) as to whether it is a
semesterly or yearly rate.  Most of these programs offer some sort of
graduate assistantship or tuition remission program for their
students.  Numbers given may also be out of date – it was hard to tell
in some cases whether the amounts were from a past year or were
projections for the future.

The list is in no particular order other than that in which I found
them.

1.	University of North Carolina at Chapel Hill

The degree programs offered in Britain seem to not follow US
conventions.  Here is a list of 40 British schools that offer some
sort of degree program in Stage Design:

I found most of these schools by doing a variety of searches on the
Internet, including a search of the Google directory for “MFA costume
production”, of the Peterson’s website for “Master’s AND costume” and
of the NAST institutional membership list
(http://www.arts-accredit.org/nast/scripts/institute.cfm).  You will
note that, while I have listed all of the applicable schools found via
the Google and Peterson’s searches, there are a number of institutions
listed at the NAST website that I do not list above.  This is either
because they are private schools and thus outside your price range or
are very small, satellite/regional campuses of state schools and thus
don’t have as strong of a theater program as the main campus (this is
an assumption).  If you don’t find what you need in the above list, I
suggest you take a look at the one at the NAST site.  I couldn’t get
the USITT website to load – perhaps they are having server problems.
