Hi,
After searching for this Bulletin, I've found this page
[http://www.mesothel.com/pages/combust_pag.htm] It gives references
from 1930 till 1963. There is no link where this can be purchased but
you can definitely mail to them about this. The email id given is:

This was definitely a challenging question. Here is some information
that should help you track it down.

Cambridge Scientific Abstracts (Bethesda, MD) bought Ceramic Abstracts
journal from the American Ceramic Society (Westerville, OH). in
November 1996.

Scientific Abstracts in conjunction with CERAM Research Ltd.
The Dates of Coverage are 1975 – current
This will not be helpful for your search for earlier articles. If you
want to check them out, they’re available through DIALOG at any
library that offers this database.

I also found a reference to the journal at the Argonne National
Laboratory

Their catalog indicates that volumes were issued monthly from
1922-1945 and had a change in numbering from 1946-1974 as a section of
the Journal of the American Ceramic Society. It was changed to an
independent publication with its own numbering in 1975. This is what
is available through DIALOG form Cambridge Scientific Abstracts. The
catalog entry isn’t clear on whether the Argonne library has the early
journal available or not. Their contact information is:
