I would like to obtain the full text of any and all articles that
appeared world wide (excluding the United States) that mention the
Palm Springs International Film Festival. Any articles that appeared
in 2003 (January and February of this year). Include Canadian,
European, African, and Asian language publications.

According to the web site, "The Festival announced that Finland’s “The
Man With a Past,” directed by Aki Kaurismaki, has won the
International Critics Prize (FIPRESCI Prize) for the Best Official
Foreign Language Film of the Year (2002); Nir Bergman won the new John
Schlesinger Award for Debut Feature Film for “Broken Wings”; and the
Audience Favorite was voted to “OT: Our Town,” a documentary directed
by Scott Hamilton Kennedy. " Some of these film titles might be used
along with "Palm Springs" to get some coverage.

Hello, and thanks for you question.  

I wish it were possible to provide the full articles for you -- I've
always appreciated the Napster-like simplicity of getting what I want
right away.  But copyright is copyright, so here is the information I
found about the articles that are available.

A few are directly available for free on the web.  But the majority
are only available for a fee.

There were not a great many non-US articles.  In fact, a search on
"The Man With a Past" and "Palm Springs" (and similar searches with
other titles you mentioned) did not turn up any non-US articles.

I hope the information below suits your needs, but if you have any
questions about it, please ask for a "Request for Clarification"
before rating this answer.

I found articles from three sources:  Lexis-Nexis, Google News, and
Altavista News.  These are listed below:

I have already done the Nexis.com search and actually got more hits. I
thought someone would do an international search using foreign
languages. I do not want to pay for this answer, it is incomplete and
unacceptable.

Hello again.

Sorry...it seems we had a miscommunication here.  Do I understand you
correctly?  You wish to have a search done on newspapers in multiple
languages such as Chinese, Japanese, French, German, Urdu, Swahili,
and so on...?  If so, I confess as to having made a mistake by taking
this question, as I do not have the facility with languages to do
this.  But to tell the truth, I'm not aware of anyone on the Google
Answer team who could carry out such a task.

Please post a follow-up clarification letting me know precisely how
you would like this question to be answered.  If I think I can do it,
I'll take a crack at expanding what's here (I might try to enlist some
of my fellow researchers in the task).  If not, I'll have to ask the
editors to pull the answer.

Also, just for your information, my search on Lexis-Nexis turned up
119 articles, but the bulk of them were either US articles, or
predated 2003, so did not meet your criteria.

BTW, in Lexis Nexis you can search "World Sources" that exclude U.S.
pubs.

Whoa...let's not be too hasty.  Perhaps there is a way to get you what
you need.

Turns out my brother, who is in the film business, knows a producer
who is tight with the head of the Palm Springs International Film
Festival. Bill (my brother) also tells me that these guys are usually
religious about collecting clippings from around the world that cover
their festivals.  (Some of them even hire big-buck clipping services
to gather up the information!)

As soon as my brother is able, in a day or so, he'll contact the
festival's head (I think his name is Levine) and explain about Google
Answers and the info request, etc. etc.  and who knows....maybe I'll
be able to get you exactly what you're after.

So sit tight.  I'll stay on it, and let you know what I come up with.

I'll continue to explore other means of finding more articles in the
mean time.

How shall I proceed?  I said I would have the question pulled if I did
not think I could answer it.  But I think I can, but it requires
following through on the strategy I laid out.

I have had several questions answered successfully in this forum, but
I feel that this provider did an inadequate job of answering my
question for the foreign language material I requested. I found a lot
more material on my own usng other sources. I am very disatisfied with
this answer and will not use the information that they provided.

Steve, 

Some Questions on Google Answers never get Answered. Two of the most
common reasons are:
1) the Customer has requested "all" of something, and given the
millions of documents available on the web, no Researcher is willing
to post an Answer which cannot possibly be all-inclusive;
