I found this article - the Justin in question was 21 in 1999.
Not admitting to a crime was their mistake

that former House Speaker Bo Johnson just overlooked $500,000 in extra
income he got from companies wanting favors from the state. Or that he
claimed an extra $250,000 in deductions that were not legitimate.
But Johnson is a good ol' boy from the Florida Panhandle whose total
income -- the money he reported to IRS and the money he didn't report
-- didn't top $500,000 during those years.
Johnson and his wife, Judi, will go to prison by Aug. 30 for filing
false tax returns. He will spend 24 months behind bars. She will be
locked up in a separate prison for 15 months."
