Greetings Stephenh! This only partly answers your question (I could
not locate any fees in the resumes and references I found) so I am
posting in the comments section. If you wish to accept it as an
answer, simply post thusly and I'll claim the fee.
I discovered a resume for a freelance researcher at

(http://www.hswdc.org/) and inquire if there are university students
in the area who would be willing to work for the fee you offer. Their

Additional contacts might be the Smithsonian Museum of American
History (http://americanhistory.si.edu/) and PublicHistory.org
(http://www.publichistory.org/) to query about researchers available
from thos places and their fees.
Your fee is a good one for a student researcher and I believe they do
exist however a bonafied historian might charge a great deal more.
You might also consider placing an ad in a student newspaper at
several local or nearby DC universities or using the services of
Elance - http://www.elance.com - you set your price there for
freelance bidding. I hope my research and the infomation I located
assists you in finding the person you seek who will accept your fee
offer.
