Knowing a given college course number and description (example:
Basketweaving 101 at Duckback U.)how can one determine what
textbook(s) is necessary for the course by using the www only?

It will depend on the school you are talking about... For example this
university bookstore has a database of all courses and textbooks
required: http://www.umanitoba.ca/bookstore/depts/textbooks.shtml and
students are able to buy the books online or look up which books they
need and purchase them elsewhere.

What University do you want this information for? If you give a course
number as well, I can try tracking down the textbooks required even if
the information is not available online.

For CSCI1110 (Programming Development) the books are:

Title: PROGRAMMING & PROBLEM SOLVING W/C++ (P)
Author: DALE
Edition: 3RD
Required: YES
Price at UNT: Used $60.75 New $80.75     

Title: C/C++: PROGRAMMER'S REFERENCE (P) 
Author: Schildt
Edition: 2ND
Required: OPTIONAL
Price at UNT: Used: $15.00 New: $19.99


For CSCI1120 (Structured Programming) the books are:

Title: DATA ABSTRACTION & PROBLEM SOLVING W/C++
Author: CARRANO
Edition: 3RD
Required: YES
Price at UNT: Used: $67.50 New: $90.00

Also the same book that was optional for CSCI1110 is also optional for
this course:
Title: C/C++: PROGRAMMER'S REFERENCE (P) 
Author: Schildt
Edition: 2ND
Required: OPTIONAL
Price at UNT: Used: $15.00 New: $19.99

To find these books, I clicked on "Links especially for:" and selected
"Current Students". I then found "Buying textbooks and supplies
UNT Bookstore" in the list, and found the following:

"Textbooks! In-store and online…your bookstore has the right
textbooks, right now! Simply choose your classes and we'll show you
what you need."
After clicking on "Continue" I was able to look up the courses you had
requested.

It appears that the prices are lower at Amazon.com (for both new and
used) but you might prefer ordering from the University for
convenience. There might also be extra shipping charges if you order
from Amazon.com or another bookstore.

The book "Programming and Problem Solving With C++" for example was
$74.95 at Amazon.com and used for $50.00

the information for you:

I started at http://www.unt.edu/ (the University of North Texas
Homepage) and that is where I clicked on "Links especially for:" and
"Current Students".

enrolled, but hope to be this fall.
