Hello barbarah-ga,
This was a very interesting and challenging research project. I was
able to find a lot of information about trends in government IT
planning and implementation and initiatives for comprehensive IT
service management. I also found quite a lot of literature, including
some benchmarking reports on new trends in IT procurement and
information systems management. Finding specific benchmarking
information on staffing IT/IM departments was much tougher but I think
the information Ive collected will give you a good overview of what
is happening in the field and you can then decide which of the
proprietary reports Ive located will give you additional value worth
the price.
Taking a portfolio approach to IT procurement is one of the most
frequently mentioned trends in the trade and business press as it
relates to your situation of evaluating all information management
requests and making the buy or build decision about providing the
requested service. Taking a portfolio approach means that your staff
will be managing a wide variety of resources for a broad spectrum of
customers that you will buy from a wide variety of vendors. This is an
extremely complex process that means new ways of managing both the
organization and the procurement and vendor management processes. Ive
collected a variety of resources to help you evaluate how other
organizations are dealing with these issues and how they might come
into play for you.
Ive included additional resources specifically on IT benchmarking,
general IT management, and some implementation case studies under
separate headings below.
barbarah-ga, I believe these resources will help you get a better
overview of how other large organizations are dealing with the
challenges youre facing. Please ask for clarification on any of this.
I wish you well for your project.

Buying the Elephant: A Portfolio Approach to IT Procurement
To buy or not to buy is no longer the question when it comes to
investing in information technology. Since roughly half of todays IT
budget is earmarked for vendors of hardware, software,
telecommunications and services, CIOs and other IT decision-makers
might now well ask: How can I leverage external spending to meet my
most pressing objectives, including: Cutting costs, Improving service,
Reducing complexity, Lowering risk?
This White Paper presents the case for IT procurement as a forceful
yet neglected IT strategy tool and suggest four tactics for
effectively deploying it.
1) View IT capability as a portfolio to be optimized
2) Shift the IT portfolio towards commoditized products and services
3) Shrink the number of vendors to grow buying power
4) Drive value-creating procurements and leave the rest to others.

The Measurement of IT: Key Metrics for Delivering Business Value
Giga Information Group, 1/2003, GA-6113, 110 pages, $995
The first metrics are operational metrics. Focusing on these metrics
enables you to improve the performance, productivity and efficiency of
the specific IT function. Operational metrics include such things as
cycle times, defect counts and output rates. The second metrics are
value metrics. Focusing on these metrics enables you to demonstrate
the functions value to the overall business. Value metrics tend to be
cost and/or revenue based. Examples would include cost per business
transaction, cost of IT per end user, revenue and profitability of a
new IT-enabled product or service, etc.

with regard to how "better" IT decisions are made.
Our business is predicated on the fact that every year, in excess of

of poor planning and selection. With the vast majority of these
failures and cost overruns, attributed to projects not implemented,
our mission is simple.
