By operable from Romania I mean that I living In Romania, I have an
Mastercard at Bank Post (Romania), and I want to be payed in this
account.

Payment *to* a mastercard is not possible under the Visa/Mastercard
rules, except when it is a refund.

Unfortunately, you probably need more setup capital than this.  You
can get some services with free/low-cost setup, but it usually means
you pay much more in monthly fees etc later.
