I need a FREE utility that will allow me to send faxes directly from
my computer. I am using Mac OS X, I have MS Office installed, and I
access the web via Verizon DSL (I have NO dial-up modem). I don't need
to receive faxes, I don't need a dedicated number, simply to send.

TPC offer a free Internet to fax service http://www.tpc.int/
You can send a fax via email or the web.  There are some Mac OS
clients for sending faxes directly from your computer.

I'm not sure how well they would work with OS X.

FAXstf X is specifically for your needs. But it is not for free. You
can download a demo version here.
