Unfortunately, without knowing what radio station you were listening
to and when you heard the show, I don't think there's anyway I could
find you a transcript. If you do remember the station, you may want to
try contacting them and seeing if they keep transcripts.
However, I believe the program you're referring to is the "Federal
Cyber Service: Scholarships for Service" program. This program is
managed by the National Science Foundation ( http://www.nsf.gov/ ).

Through this program, the NSF provides funding to U.S. universities
and colleges that they must use to either setup a scholarship program
or for capacity building. The scholarship program would support two
years of tuition, room and board, and stipend for students in the
information assurance and security area. In return for the scholarship
and stipend, students must agree to two years of service as an
information assurance specialist working for the Federal government.
Capacity building funding may be used by the universities for
information assurance faculty and program development.
Information about the most recent round of awards can be found at

had proposal deadline of December 19, 2001.
