What is the difference or improvements offered by upgrading 
MAC OS 9.1  to 9.2? 
I know where the downloads are but cannot find a page/link 
to explain them.

There are no major differences between the two.  Basically, what 9.2x
has that 9.1.x doesn't have is "improved performance in the Classic
environment of Mac OS X"

I'm typing this on a Mac using 9.1.x and I have no plans to install
9.2.x.
