Specifically, MD county government aging department teaming with local
health care provider (for profit business)

Not sure how much you'll get for your price,
but would encourage you or the researchers
to respond to look into Alliance Development.
Though the Government/For-Profit twist makes
this more complex, dozens of books have been
written on 'How to form a joint venture?' 
A couple of the most important things are:
1) What are both of your objectives in this?
2) What are you both willing to commit?
3) How would each define a 'win'?
4) And this actually comes from negotiations,
what can you do that makes 2+2=5?
Meaning, what can you give them or they
give you, or jointly provide someone else
(your constituency or their customers/image)
that becomes possible or cheaper given this
relationship.  Good luck, and I grew up in 
Montgomery County, so it that is where you
are, I will try to add more.

Thanks for the input.  Yes, (martinjay-ga) I'm in Gaithersburg, MD. 
Anyway, this is my first time using Google Answers so I hope i didn't
offend anyone with my "low bid"!  I thank you for your input.  If I
knew how to respond to you via email rather than a general post I'd do
that also.  Anyway, the question posed was to be used as an opening
for a brief talk today.  Don't think I'll be in need of any other
input but would be happy to pay for your time!  I'll try to figure out
how!
