Hello, don8932:
This is a common problem on Windows, you can't delete an executable
file while it's being used. First, be sure you don't need this .dll
anymore, because if you remove it, can cause some boot problems if the
system tries to load it. If you still want to delete it, you will need
to restart your computer in safe mode to prevent load any non-system
file.

Once your system is restarted, try to delete the file, if you still
can't I will provide instructions on how to load your computer from a
CD or a Floppy. So don't hesitate to request for any clarification.

This may be useful:

"I've just spent way too much time sleuthing for an answer to my
pop-up woes. After installing the newest signature file for Ad-aware,
I thought the new scum-ware files it found were the problem...but one
wouldn't come off my system (IadHide3.dll). After some searching, I
found out that BackWeb uses this file to "trickle" unwanted downloads
to a user's computer. BackWeb was installed with Data Guard when I
installed my new Western Digital hard drive a number of months ago. So
I deleted the BW folder in Windows. But I still couldn't get rid of
the dang dll file, so I found that I needed to delete another file
first: dlgli.exe. This puppy was in 5 different areas areas of my po
infected computer. Long story longer: they've all been zapped. I hope
everything still runs OK!"
