Try GATX, call the port also

The Port of Houston, 713-670-2400.  The Port can connect you with a
list of on-site import/export merchants who deal with cargo and
tonnage storage.  I'm super-curious to know your reason for needing
temporary storage of crude oil.  GATX is good, so is SeaLand, ZIM, and
the Port has telephone numbers for all of them.
