Hello jr1734,
Thank you for your question.
One such site is AutoShop 101 where you will find sample questions for
the A-6 Electrical ASE Test Preparation:
http://www.autoshop101.com/asetest/asetest2.html
There are 25 questions here that appear to test basic knowledge.
This site:
http://www.electricianeducation.com/diagnosticexam.htm
Has a number of tests available, though note the answers are also on
the site!
"Electrician Diagnostic Test Available Online for License Examination
These electrician diagnostic tests are provided online for use by
anyone preparing to take an electrician examination to determine their
weaknesses in electrical theory knowledge, electrical code
proficiency, and electrical calculations ability. This will help in
determining what to study. The questions are provided by David Ullian
Larson.
If you use this material online, please consider a user fee shareware
payment of $2 to assist in the support of this web site. Simply tuck a
couple bucks or even a few postage stamps in an envelope and send to
the author. You can also send $2 by PayPal to dularson@tcol.net
Indicate it is for shareware to ElectricianEducation in the notes
space. Any help will be appreciated. No salesman will call and you
will not be placed on a mailing list. Promise. Thanks."
The tests appear to be extensive and include:

At first glance, these did not seem like what you are looking for, but
you can be a better judge knowing your needs. For example, these might
be pertinent:
Question #1

a.c. supply, the best method is to connect the :
a) voltage coils in series, current coils in parallel.
b) current coils in parallel, voltage coils in parallel.
c) current coils in series, voltage coils in parallel.
d) voltage coils in series, current coils in series.
Question #3
In a capacitive circuit what is the relationship of the current to the
voltage?
a) Current leads voltage
b) Current in phase with voltage
c) Current and voltage both 90° out of phase
d) Current is 120° out of phase with voltage
Question #7
Why is it necessary to limit the current carried by a wire?
a) To achieve maximum economy.
b) To guard against the danger of fire.
c) To increase the voltage factor.
d) To increase the demand factor.
And many more.
Plus2Physics has a number of electrical tests:

I trust my research has provided you with a selection of online sites
for electrical testing. The above appear to be some of the best I have
found online. If a link above should fail to work or anything require
further explanation or research, please do post a Request for
Clarification prior to rating the answer and closing the question and
I will be pleased to assist further.

Thank you for your thorough answer and immediate attention to my
problem.
As I will explain below, the sites you provide are not appropriate for
my needs. They are too advanced either technically or academically.
I am looking for electrical basics as I mentioned in the question.
Specifically -
The autoshop 101 link is for electrical testing equipment. It is too
specific and goes beyond testing for an electrical base.
The electrician education link is "Appropriate for Journeyman and
Master Electrician Licensing Examinations." As I am looking for
basics, and this is advanced NEC questions, it does not meet my needs.
The electrician.com test is specific to branch circuits - a mid-level
topic beyond the basics.
Mike Feyler offers code tests - NEC issues that go beyond the basics.
Plus2Physics offers academic questions that are beyond technicians
that are enter electrical training.
If you could check for questions more appropriate, I would greatly
appreciate.
Thank you,
John
