I need to enable IE to use an autoproxy file but I don't have access
to Internet Options, the Control Panel, or the Registry.  Is there any
other way of setting this up?

If I may ask before deciding on the research, is there a particular
reason why you do not have access to these features on the computer in
question?

Hello ghettoboy,
if some authorities (dad, your admin etc) restrict your access to IE
control panel, you shouldnt try to change them.
But else take a look to 
HKEY_CURRENT_USER\Software\Policies\Microsoft on the registery there
should be Control panel key around there. Under this key ones means
permits zeros means denies.
I am sure you never do anything illegal or unethical.
