Why can't 4-bromonitrobenzene be prepared efficiently by the
bromination of nitrobenzene?

A nitro group is strongly electron withdrawing, particularly from the
ortho and para positions of the benzene ring. The meta position is
less deactivated than the other two, and addition to a benzene ring
occurs preferentially at the 3-position.
