If I understood correctly, you are looking for investors (you forgot
to state in which country in Europe) to fund the development of your
idea. For that, you have to market yourself - convince someone in
these high-tech disillusioned days that your project is worth
investing in and will enventually yield profits.

First, if you're a young entrepreneur, there are plenty of government
funding programs, in almost each European country - they will probably
will not amount to EUR 1M, but they're worth the try, and you can get
a grant to get started and then rely on funding from other bodies, it
is in many cases better to put your eggs in more than one basket.
Second, there's the private market. There are firms - such as Erikson,
Alcatel, VW, etc. - that hold sponsorship programs for the development
of new technologies. Other grants or funds for technology development

that belong to the student union and will advice you on that.

Last but not least in the list of those who can do such an investment
is rich people who are not business people themselves or a bank. These
people can prove to be what you need, but it's may be harder to locate
