What do I have to have to do to reduce the size of picture of the
monitor screen? My computor has 1998 Microsoft software.

This is almost certainly a software problem. Does it happen both when
you are online and offline? And did the problem begin after installing
any new software or hardware?

Please note, if I failed to properly answer you question, please
provide feedback and I will elaborate or correct my answer to satisfy
you.

To change your display resolution: 

-Click the Start button, then Settings, then Control Panel 
-Double-click on the Display icon to open the Display Properties
window
-Click on the Settings tab near the top right 
-Click and drag to move the slider (in Screen area box) to the desired
screen resolution. Then, click the Apply button at bottom right.
-Windows will ask you to confirm that you want to change the screen
resolution. Click OK. If a problem occurs or the screen looks strange,
wait 15 seconds and the original settings will be restored.

If you want to keep the new settings, click OK when asked. Then click
OK to close the Display Properties window.
