Hi Eytan

It appears that instructions that are exactly specific to your
requirements are hard to obtain (see 1. below however). I have noted
though, that there are excellent resources available that will assist
you with the format, structure, example headings, etc., for your
design manual document, and I've listed what I think are some helpful
ones below.

1. This may very well be what you are looking for:
http://www.usace.army.mil/inet/usace-docs/eng-manuals/em1110-1-501/toc.htm

This table of contents gives you an idea of what they have available
for download and "unlimited distribution".

Chapter 2 - Planning and Technical Assessment (File size: 1.3 MB.)
Chapter 3 - Field Investigations (File size: 1.1 MB.)
Chapter 4 - Slow Rate Process Design (File size: 3.6 MB.)
Chapter 5 - Rapid Infiltration Process Design (File size: 1 MB.)
Chapter 6 - Overland Flow Process Design (File size: 1.6 MB.)
Chapter 7 - Small Systems (File size: 1.6 MB.)
Chapter 8 - Energy Requirements and Conservation (File size: 1.3 MB.)
Chapter 9 - Health and Environmental Effects
Appendix A - Slow Rate Design Example
Appendix B - Rapid Infiltration Design Example
Appendix C - Overland Flow Design Example
Appendix D - Location of Land Treatment Systems
Appendix E - Distribution System Design for Slow Rate (File size: 3.7
MB.)
Appendix F - Estimated Storage Days for Land Treatment Using EPA
Computer Programs
Appendix G - Glossary of Terms/Conversion Factors

The download format is PDF, and the size ranges from 1-2MB (for most)
to approx. 4MB (for the largest).

2. Further Engineering manuals are also available from that same site.

The following site was particularly useful in locating the above
resources. It may be that if you require further information during
the preparation of your document that it would be a good place to
look.

I do hope this answers your question. Please let me know if you
required any further details or if I've missed something obvious!

the info in all http://www.usace.army.mil/... sites seems to be for
"limited distribution" after all, because i can not connect to any of
them (although they do sound very helpful).

Any suggestion for downloading files from this site?

Hello again

Yes the USACE site does appear to be the most useful.

Using this link, I am able to download all of the pdf files:
http://www.usace.army.mil/inet/usace-docs/eng-manuals/em1110-1-501/toc.htm

Maybe try a different ISP, or ask a friend or colleague if they can
access the information for you.

Remember the information is in PDF format, which means you either need
to right-click on the links and download the files to your computer
for opening with Adobe Acrobat Reader, or ensure the Acrobat Reader
plug-in is installed in your browser. There is more information at the
above link about how to view the documents ...

Please let me know how you get on!

Yes http://www.usace.army.mil/.... pages cannot be opened easily or
never! But I have downloaded HTML pages instead of opening them
directly via my web browser. Here is the list of URLs of chapters of
the book given in warthog's answer.

how do you download the HTML pages instead of opening them
