My husband and I both work, but we chose to be covered by the
insurance plan offered by my employer.  After a series of mistakes by
the insurer, we decided that beginning at 1/1/03 we would swicth over
to my husband's.  He successfully added the family during open
enrollment, but I apparently missed the deadline for making any
changes to my plan (I wasn't aware of it because the announcement of
the deadline was made during my maternity leave).

Now my benefits person refuses to remove me from coverage.  Can she do
this?  Don't I have the right to end my insurance coverage at any
time?  I know there is a wide practice of only allowing additions at
certain times, but does it apply to dropping coverage too?  What
recourse might I have?
