Since the rise and rise of the world wide web from the early 1990s the
gopher protocol has been largely superceded, to the point where very
few client or server software is still available. Although I haven't
been able to find anything specifically written for Windows ME, here
are a couple of links which should prove fruitful.
PyGS is a Gopher Server written in Python and released under the GNU
Public Licence, available from:
http://gurno.com/adam/pygs/
Although it hasn't been explicitly tested on Windows ME it has
certainly been used on Windows 98, and as it's a Python program there
should be no compatibility problems in that respect.
This will of course require you to have installed Python on your
Windows ME machine. Python is itself released under an Open Source
licence and can be downloaded for Windows platforms at:

IBM produce an HTTP/Gopher server for their OS/2 platform called
GoServe. There is a beta version of this available for download from:
http://www2.hursley.ibm.com/goserve/
You are correct in stating that Microsoft's IIS version 3 contained a
Gopher server, however this product has long-since been superceded by
more up-to-date versions and appears to be no longer available on
Microsoft's website. It may possibly be available elsewhere but these
would be unofficial and probably illegal copies, I'm afraid.
