I need the following information on all police departments in the
state of Ohio serving a population of >= 5,000 people: agency name,
street address, city, county, state, zip, telephone number, chief's
name, population served, number of sworn officers.

I have worked on your question now for several hours and I have
concluded that it would take much longer to gather the information
that the price you have slected allows. While your price does seem
generous, it would take hours to go through each department's site
(for those few that even have sites) in order to extract the
information you need. In addition, there are county agencies, state
agencies and other overlapping agencies that make this an even more
difficult task. I quickly found that a population of 5000 isn't
uncommon in Ohio and the amount of cities in question number in the
hundreds.

There are approximately 950 law enforcement agencies (state, county,
local) in Ohio. Of these, an estimated 450 are local police
departments serving populations of >= 5,000. Thanks.

I found a page that lists about 500 police departments in Ohio --
clicking on each jurisdiction results in a listing like this:

Mason Police Department

Chief of Police
Ronald G. Ferrell

Mason, Ohio 45040
(513)398-5050 

Unfortunately, there is no indication of population size, or size of
the force.  I'll keep looking.

I have found references to significantly incomplete lists of
department contact info. What I'm looking for is a significantly
complete list of all departments along with sworn officer counts and
population served data (two very standard demographic measures used by
law enforcement agencies).
