(?) It seems strange to me that the bandwidth would be less than this

Both providers that I gave a 2-year quote for have yearly plans as
well, but they are slightly more expensive (still under $20/month, as
you asked). 1T3's plan is a monthly one, so you don't have to stay
with them longer than a year anyway.
As for the aliases file, since you could login with SSH (except maybe
with 1T3), I see no reason why it wouldn't be accessible.
Unfortunately, I can't find anywhere that the hosts definitively say
either way. If you're just worried about forwarding, Apollo and
HostRocket do specifically mention having it.
