I'm looking for a published white paper or published written legal
opinion in response to the following question "Is it legal for an
organization to offer full-recourse factoring (the purchase of an
invoice with the requirement that it be re-purchased by the seller if
their customer does not pay it) in all 50 states without special
licensing requirements?  If not, which states are problematic, and
why?"  For purposes of this question, you can assume that the
organization offering full-recourse factoring is not engaged in
collections effort.  If appropriate, the paper should distinguish
between the legality of *marketing* such a product and being the
organization that actually *offers* the product.
