Hello Kosa,

The first half of this question is pretty straight forward, but
subject to opinion. Would an answer that provides a range of opinions
[for the impact of TA 1996] with a possible consensus be satisfactory?

For the second half of the question, I will need more information to
produce a good answer. If you are referring to requirements in general
(and not a specific statement), they are often represented in the form
 - interface - with other systems
 - function - what the system does
 - performance - how well it does the function (e.g., accuracy,
utilization, response time)
 - quality - how the requirement will be verified (e.g., analysis,
inspection, demonstration, test)

If this is what you are looking for - I can provide plenty of
resources for that description. If these are supposed to be attributes
for a specific requirement statement - then we need to know the
methodology being used or reference text so we can answer the question
using terms used in that method or text.

Thank you for your response, Maniac.
For the first part of the question, I think your plan of action is
satisfactory as long as the "impact" is reflected in the "most
important aspect of the Act".
I think second part dwells on a List & a Discussion of 4
ATTRIBUTES(Not the the requirements in general, but a specific
statement)as you rightly pointed out in the last part of your
response. I am not worried about a specific methodology or text, as
long as the logic is outstanding.
