Looking for up-to-date information in the form of analysis, white
papers, lectures, articles, study, or references related to the Role
of Chief Technology Officer. I am specifically interested in the “
transformational role “of a CTO with one foot in strategy and another
foot in emerging technologies.  I am also interested in the specific
role of the stand-alone “Emerging technologies” CTO.

Have seen CTO applied to both CIO type role as
well as the head of Engineering and R&D.
Curious as to which you see it as?
My old firm, Arthur D. Little, used to have 
some good stuff written by our guys in Europe.
I'd check out all the consulting websites,
Little, McKinsey, Booz Allen, BCG and
even people like Battelle Memorial and
Southwest Research.  Good luck.
