Hi, Perseus!

I've been down to my local art college and took a look at a few of the
more authoritative sources; but without success.  It may be that your
painter had a limited reputation, and lived "under the radar" of the
mainstream art world of the day.  I can tell you that he is not listed
in the biographical dictionary by Benezit (the single most
authoritative source for non-living artists); nor did he exhibit at
any of the Royal Academy's summer shows up to and including 1904.

Can you offer any details at all which might be of some help to us?  A
region within the UK where he's known to have lived/worked? Details of
one or more works by this painter?  Anything at all you can tell us
might do the trick.

I really wish that I could add clarification; I myself have searched
high & low using google like a man possessed. But. I really don't
think he ever poked his head high enough to be noticed. Did you try
Thiemme Becker? Can I send you a jpeg of the pic that I have? If you
can't find anything then you can't find anything. Tante pis ! comme on
dit en Francais. regards

Thanks for your response, Perseus, however discouraging...

You can't send a JPEG directly to me, but if you were to host the
image on your website and post a link here, my colleagues and I would
be able to see it.  Unfortunately, so will everyone else, so if
confidentiality is an issue you may not want to do that.  The
potential upside, of course, is that a user of the service may
recognise the style of the piece.

I'll check a few more sources, at any rate.  We've got a bit of time
left.
