You might say however; it is easy for him to say these words and
criticize since he is not the one sitting on the hot seat. Yes that is
a very valid question and this resource provides interesting

I checked the Foreign Policy website of the Council on Foreign
Relations and tried to find the difference between their policies with
the Iraq question during the 2000 election. Here is a summary on Gore
and Bush's policy towards the Iraq question.
Gore - "Advocates containing Iraq by maintaining a strong military
presence in the Middle East, enforcing the no-fly zones, reinserting
weapons inspectors, continuing sanctions, and supporting groups
opposed to the current regime."

No difference right? So in answer to your question, would it have been
in any different if Gore was the one in the White House instead of
Bush? Based on their original policies it doesn't seem like it but you
will never know until one is in the hot seat plus the situation in
2000 is different from 2002 and 2003.
