I am looking to find out what telephone company offers 800 service and can
supply the prefix of 4 2 4 - ? ? ? ?.

How do I find this company or other companies by the prefixes they
use.

800 service is offered by various IECs.  Each NXX in the 800 SAC is
assigned to a given carrier, who is responsible for assigning numbers
from that block to customers, and providing 10 digit translation..."

Scrolling further down the page we can find who has been issued this
block of numbers. You requested 800-424-xxxx

424 = ATX 

And the code key tells us: ATX = AT&T  


So this block of 800 numbers can be assigned by AT&T
