Although several makers produce Repositional Spray Adhesives, these
are generally not repositional for very long. They are designed to
allow to you lift and remount an item several times before getting it
right, but then they dry and form a permanent bond. Such products
include:
-Krylon Easy-Tack Repositionable Adhesive, 800-4-KRYLON
-Union Rubber's Best Test Repositionable Adhesive, 800-334-8219; and,
-3M Adhesives' ReMount Repositionable Adhesive, 800-364-3577

"This one-surface adhesive can be sprayed on a variety of substrates
to obtain a film of adhesive which can be positioned, bonded, and
removed from other surfaces with virtually no adhesive transfer.
When used as recommended, 3M's Remount Repositionable Adhesive Spray
will not tear paper substrates. Remount is clear, long aging, quick
tack, non-staining, and non-wrinkling.
9 oz (255 gr) net weight.
Note A repositionable adhesive is not a good choice for a permanent
work or display, especially one that will be handled by others. For an
adhesive spray that is suitable for photographic and art papers, and
is not repositionable, see 3M Photo Mount."

Also found this article about removable glues. Seems like what you
might be looking for:
"Removable glues...are used for attaching two items together until the
seal is manually broken by the end user. For example, credit cards are
often attached to a carrier sheet for mailing. Once the card recipient
receives it, he or she simply peels it off the sheet."
