Great list, Bobbie7-ga...I don't want to interfere with your answer,
but want to pass on a great song reference source for you or any of
the other researchers -- and it just happens to be a book written by
my brother.
Hope this doesn't constitute "advertising," 'cause it's found in
libraries
as well as bookstores: THE GREEN BOOK OF SONGS BY SUBJECT: The
Thematic
Guide to Popular Music by Jeff Green. It lists over 900 categories
and
index of over 14,000 songs, complete with who recorded it and what CD
or album
it's on. "Detective Songs," for example are in the section under
Police, Detectives, Secret Agents, Spies. But your list is so
good, I think I'm going to pass it on to HIM to make sure he's got
everything YOU unearthed as well!

One extra suggestion which it took me a few weeks to recall (the
title, anyway). Yello have a track called "Ocean Club" (on various
singles, and also the 1991 Mercury album 'Baby'.

Here are the opening lyrics:

My name is Norman -- Lou Norman
I've been in this business for fifteen years
If people have a problem and don't want talk to the police
  They want talk to me

...it continues in that faux-noir style. The rest of the lyrics are
