I am looking for an online virtual world service that I can setup
myself or lease.  A virtual world much like Ultima Online or SimLife
Online.  Obviously I am not looking for something of that quality but
the closer I can get the better.  How can I encourage the participants
to build up the world?  How can I gain a large user base?  What is the
best method of advertising?  Has anyone already done this off a public
domain or leaseable service?  How could I justify a monthly service
fee?

My english is not that good so I will do my best.

They are many marketing strategy possible to achieve your goal but I
must first said that your no longer alone in the virtual univers Band
Wagon.

Your question seem to be at the very level of 'How do I built a
virtual community and make it succesful', including as well marketing
strategie, as tehcnology plateforme to host and develop your
community, as game level developement and rules, as business plan, as
storytelling and etc...

I have studies the subject in the past year, and I franky don't have
the time to put every thing on this comment box, but at least I can
suggests you some reading;

1- First thing first, get involved in them. Especially Project
Entropia. Dont forget older game who may not be MMORPG but still have
some economic activity, like europe realm in diablo where item still
trade at 20$ US.

2- As a table RPG fan since my young years, now computer RPG addict
and active MMORPG player, I really suggest you to studies the subtle
difference between table rules, computer rules and mmo rules for level
and univers design. Involvement in the creative process of marketing
activity help me a lot understand the production process for
multimedia content. (Been 5 years as a CTO of a marketing agency) Try
to find people to chat on the subject.

3- For the macro-economic side of MMORPG, I suggest you read two
interesting paper on the subject publish by the EDWARD CASTRONOVA from
the California State University.
