Without a doubt, the best official advice would come from Microsoft
itself. Depending on what version you have, and where you got the
product from, the support might be free, or you might have to pay for
it.
1) Click on this link: http://support.microsoft.com/
This is the Microsoft Support Website and we will be able to get you
in touch with the right phone number/online support.
2) Click on the link for "Contact Microsoft".
3) Click "Phone Numbers, Support Options and Pricing".
4) You will be directed to a page where you can find your product in a
list. Select the exact version of Outlook you have, and click
Continue. For the purposes of this walkthrough, I selected "Outlook
2002".
5) Note that it now asks if this is a Basic problem, relating to
installation, problem diagnosis and how-to. This is probably the
choice you want to select, as the "Advanced" option is more for
Business environments, and such support is generally NOT Free. After
selecting Basic, click Continue.
6) It now asks you "How did you obtain your product?" Basically if it
came with your computer, you will have to pay for the support. If it
was purchased seperately, you might be eligible for Free Support. If
you are not sure, they will ask for your Product ID with which they
can figure out how your product was obtained.
7) After selecting "purchased seperately" and clicking Next, I found
that there is only unlimited free support for installation issues. All
other Support is $35.00US per incident (which means that you can phone
as often as you need to phone until the problem is resolved. If the
problem is not resolved, they will generally not charge you for it.)
Your question was basically on how to find the best support for
dealing with a MS Outlook Problem. I believe that I have provided a
good answer for this, however if you are willing to describe exactly
what your problem with Outlook is, please tell me the problem with as
much detail as you can (in a clarification) and I will see if I can
