Prof Harvey Levin worked on this subject in "Telecommunications
Policy" in March 1988 and in "Facts and Fantasy in TV Regulation" in
1988.  What were his conclusions?  What references do you cite?

This looks like a tough one to answer with Internet resources.  Levin
was involved with the White House-sponsored Telecommunications Policy
Research Conference as early as 1978.

However, issues of the journal "Telecommunications Policy" are only
available on its site from 1995 (Vol. 19) onward.  Infotrac, a
fee-based database available for no charge at many public libraries,
carries the journal back to January, 1992.

I couldn't find a reference to the 2nd publication, "Facts and Fantasy
in TV Regulation."
