I'm afraid that "Harry Frank" doesn't exist. This "rich citizen of
Zimbabwe" is merely one of dozens, if not hundreds, of fictional
characters used in Africa-based scam emails.

This Zimbabwe scam is a variation of the infamous Nigerian scam. This
particular scam cynically exploits situation in Zimbabwe. Yes, Mugabe
has seized estates from farmers, but not "Harry Frank" or "Tango
Frank."
