NORTH VIETNAM: September 2, 1945
Communist leader "Ho Chi Minh proclaimed on 2 September 1945 that the
nation was independent of France and would henceforth be called the
Democratic Republic of Vietnam (DRV)."

Note, though, that Ho Chi Minh's government did not control all of
Vietnam and Communism was NOT established in all of Vietnam until
1975. However, the Communist North Vietnamese government cites the
September 2, 1945 date as its founding, so it should logically be
included here.
NORTH KOREA: September 9, 1948
North Korea, the Democratic Republic of Korea, was established on
September 9, 1948, under a Communist regime with its capital at
Pyongyang.
