Where can I find literature on banning submarines or restricting their usage?

I don't think there's any plans to ban submarines or restrict their
usage.  However, there are some treaties between Russia/US to reduce
the amount of deterrent submarines (SSBN type subs) so as to reduce
the amount of nuclear weapons out there.  Around 50% of the US nuclear
weapons arsenal is underwater.
