About a year ago I downloaded a skin from Econg.com.  I now need to
change back to the default IE skin and I can't.  I originally set it
up on IE 5.0 and when I upgraded the skin came with.  Thanks in
advance for the help.

Tigers,

This "branding" or skinning of IE can be removed by following these
steps:

Click Start
Click Run
In the box, copy and paste:
rundll32.exe iedkcs32.dll,Clear
Click OK (or press Enter)

That removes IE branding but you may also have to do this:

Click Start
Click Run
Type Regedit
Click OK (or hit Enter)
Click the arrow next to HKEY_CURRENT_USER 
Scroll down to find Software. 
Click the arrow next to that. 
Scroll down to find Microsoft. 
Click the arrow next to that. 
Scroll down to find Internet Explorer. 
Click the arrow next to that. 
Scroll down to Toolbar and click on that folder. 

In the right hand pane they're may be two values called:
BrandBitmap
SMBrandBitmap

Delete those two keys (values) if they are there.

Restart the computer. The skin should be gone.

If it is gone then that's it! If not this might be useful:

If it is not gone then I have an idea that you may have a program
called Easy IE Skin Workshop which allows you to change your IE skins
from Econg and that may overrule the settings we undid above. If that
is the case you can disable it from starting at startup (when you turn
your computer on) by clicking:

Click Start
Click Run
Type msconfig
Click OK (or press Enter)
Click Startup

Find the program that's called EZ IE Skin Workshop (or Econg, or is
something similar to that) and then uncheck it. Now if that program
undid the settings we did already then redo the above by removing the
customization and the registry entries. Then restart one more time. If
it is gone this time then great, but if not it might be some other
cause which is unlikely (but nothing's impossible) to occur, and in
that case you can ask for more help here.

If you see that disabling the EZ IE Skin Workshop works, you may want
to uninstall it as well (instead of just disabling it).

If anything is unclear or this does not work to remove the IE skin for
you then "Request Answer Clarification" before you "Rate this Answer"
and I'll help you to the best of my ability to tackle this "sneaky
skin."
