The message you've received is telling you that Hotmail cannot access
the account you're trying to send mail to (65.54.254.151 is registered
to Hotmail)- it's been told there is an error and cannot deliver the
mail.
According to SMTP Reply Codes, an error of 550 typically indicates
"User
Unknown" (no account by that name), an inactive account or an account
which has been abandoned, with no forwarding address.

Whether or not an e-mail verification service will help you is largely
dependent upon the configuration of the e-mail server. While many
e-mail servers will return an error message, others will not:
"Most Mail Servers are configured to reject messages addressed to
non-existing accounts. However, some servers will simply ignore such
messages and return no errors. That's why sometimes you may get a
'Valid Account' response to a clearly invalid e-mail address."

E-mail verification services do not need to update, as they work in
real time. They query the server and wait for a response. If the
server is not configured to return an error code, they will return an
"active" account verification, even if the account is not active.
