When trying to sign in to Hotmail, I cannot connect as I get the
message that All Cookies Disabled.
I have set the privacy setting in internet tools to Low ie all cookies
allowed.
Still I cannot connect and get the same message, and asking me to
allow cookies. What can I do to fix this problem.

I just had this problem a few days ago. It seems the @&#*&! -- I mean,
nice software engineers over at Microsoft have changed how Hotmail
works again. It used to be that you could sign in to your Hotmail
account without having to let them set a cookie.

No more. Now you have to let them set their cookies before you can
sign in to your Hotmail account. What's more, it appears that they've
changed the "approved" Hotmail cookie format, so if you've still got
any pre-@&#*&! cookies on your computer, their system has problems
letting you log in.

You don't say what Operating System and Browser you're using, but for
most versions of Windows and Internet Explorer 6, the following should
work:
Pull down the "Tools" menu at the top of the Browser and select
"Internet Options". Under the "General" tab, in the middle, you should
have a "Delete Cookies" button. Click on that. If you get a prompt
asking if you're sure you want to delete your cookies, click "Yes".

Now, close all your browser windows and then open a new one. Try going
to the Hotmail Home Page and signing in. This should do the trick for
you.

Thanks your reply, but does not work.
Using internet explorer 6.
The hotmail message after trying to sign says
"your browser options are currently set to disable cookies."

The privacy setting is on Low to allow all cookies.

Okay, csg, try this:

Pull down "Tools" select "Internet Options". Click on the "Privacy"
tab. Click on "Advanced". Is "Override automatic cookie handling"
checked? If so, un-check it. Click "OK", click "OK", close all your
browser window down. Open up a new browser window and go to the
Hotmail home page and try to sign in.

Hi Ace

Regrettably your other suggetion did not work either.  However the
suggestion from Carnegie to workaround worked fine and now use that as
sign in

Dear Csg,

I've seen this happen, too, on PCs on which cookies were certainly
enabled.  So the solution, whatever it is, is not just to enable
cookies.  My impression is that the Hotmail site assumes that any
problem occurring at this point in the login process must be related
to cookies and thus churns out the standard message.

I can't tell you the solution, but I can tell you a workaround. 
Instead of going to www.hotmail.com, go instead to

http://www.hotmail.com/cgi-bin/start

This will open an authentication window for you directly and, on valid
authentication, will take you to the required page.
