There is a small problem concerning your question: There has never
been a central authority for building sewers in Germany, and thus no
head of a such authority.

perhaps the builder/s are actualy a company or engineering  firm.

The name OME  has been mentioned ie; Either a proper name or company logo..

Consider the date and conditions. Waste and sewer could, at the time have been

ditches and diversions excavated from the earth . Not an industrial enterprise.

Consider also that the UK to this day utilizes an "out house" sanitation system

for many thousand of it's dwellings. Germany may have had a similar situation.
