I am having great difficulty accessing the website
http://jps.net/sparkysk/.  I know it is a working website, but I
cannot reach it.

I would imagine you are looking for this site -

http://home.jps.net/~sparkysk/

instead of the one you have listed ...

The .jps.net requires the tilde for its site owners.

Search terms used

 - jps.net websites

What is a "tilde" that you used in your answer?  If I access this
website, are the owners aware of my identity?

Hello Fiesta ...

A tilde is that ~ sign, which is on the standard keyboard and is
produced by pressing the Shift + the key to the left of the numeral 1.

As for telling who visits the site, I see that Earthlink is the host
for www.jps.net and toward that end, they do track IP numbers of
visitors to their sites. So there would be some 'record' of every
visit to their sites.

The tilde (~) mentioned by serenata is a key on your keyboard
and it looks like a squiggly line.  It is usually located in
the upper left hand corner of your keyboard; look just to the
left of the 1/! key of your keyboard.  You have to use the
shift key to type it.

As for youe identity; it would be very difficult for someone
to ascertain your identity from just viewing their website.
