does Medicaid/medicare offer comprable services for mental health care
as related to physical health/surgicle benefits?

depending on which state I found the information was on. I'll try to

In Georgia, mental health care covered by Medicaid is different than
coverage for other healthcare needs.  Since 1998, GA Medicaid has
functioned in a managed care environment in which services need to be
pre-approved prior to treatment rendered.  However, I'm not sure how
this compares to other state Medicaid programs, or to Medicare.
