Question #1: What is the name of the Cartoon Character that had a black cloud over its head all the time? I have not seen this cartoon in the daily papers in 40 or 50 years. Hi mcmel: I believe the character you are thinking of is Joe Bfstplk, from the famous "L'il Abner" comic strip by Al Capp. Joe was constantly followed by his own rain cloud. L'il Abner ran from 1934 to 1977.
