I am trying to get a few sites into google search engines, but I seem
to be having no luck. I set all of my keywords and descriptions, but I
really don't have a big budget. What else can I do?

couple of tips. You might want to check out Google Answer's Pricing

For some good, in-depth analysis of your website and specific
suggestions for improvement, you may want to consider posting your
website URL and raising your fee.

I have done the free submissions to many search engines for these
sites, but have had no results. Basically, I am wondering how to get
on that first page in Google. I just can't believe that everybody pays
the full amount of money to get on the first page of Google searches.

bgalmar,

Entries with colored backgrounds along the top and right side of the
Google Search Results page are websites which have paid for placement
through Google's AdWords program. The rest of the Search Results are
determined strictly through ranking by Google's complex ranking
algorithm, which considers quite a number of different factors for
each page to determine its rank.

Hi Bgalmer ...

You didn't mention the name of your site. But getting to the first
page in google requires a combination of design, content, search
engine optimization, study, marketing and other skills to get enough
of the criteria to move you up in ranking.

Have you looked at Google's Webmaster information at 
  - ://www.google.com/webmasters/

And more specifically, at the Webmasters Guidelines at
  - ://www.google.com/webmasters/guidelines.html

If you want specifics relative to your own site, you may want to offer
a reasonable sum so that some of the Google Answers Researchers who
have expertise in Search Engine Optimization plus other areas, such as
design, marketing, user friendliness, etc., can give you specific
answers relative to your own site.

None of the Google Answers Researchers are privy to the page rank
algorithms used by Google, many of us, however, do have the expertise
to help you move up in the rankings each time your site gets indexed.
But that takes a great deal of time to help you with specifics for
your site, and the price you are offering for an answer without any
other specifics makes it very difficult to offer you anything but a
few generalized answers.

Do look at Google's guidelines (URLS above),  as they are an excellent
place to start.

Get other sites to genuinely link to yours. Google places a big
emphasis on link popularity. Don't join any reciprocal link schemes.

It's not easy.

How do I get other sites to link to mine? Is it a link I put in the
design or is it hidden in the code? How does google read the links?

You either 

1. Make your site so wonderful that it gets good word of mouth, and
people choose to link to it from their sites,

or 

2. Email so many sites (thousands) which have a similar theme, and
just ask them to link to you - a few probably  will.

Also, get listed in Open Directory.

95% of sites that exist are just not worth visiting or linking to. A
lot of webmasters don't realise it.

If you let me know one of your URLs, when you first submitted it to
Google, and what keywords you are targetting, I can give you $2 worth
of specific tips.

Typically you need to put effort in.

You should develop contacts with people who have reputable sites on
the same or similar topics as your sites, and try to convince them
that is it worthwhile for them to include links to your sites on their
pages.  You should be able to convince them if you make your own sites
as clear and useful as possible.
