Where can we get the source code for decoder software that will decode
VSELP 4800 to WAV and back. This needs to be available immediately.
Peferably runs under windows.

When you wrote, "This needs to be available immediately," are you
talking about the availability of source code?  Or are you perhaps
describing that the conversions need to run in "real-time" ?

Compiled software which may be freely distributed is often not
available in source code or else the source is available only at a
price.  Can you clarify what cost for the source code you would deem
reasonable, and also if you need a particular form of licensing
agreement for the use of the source code?
