On 9-11, did terorists, in the airplane that crashed in PA, insist that
some passangers telephone family? To clearify the question: I want to
know if the terrorists ordered some passengers to use their
telephones.

There was a fairly common belief shortly after 9-11 that terrorists on
one or more of the flights ordered passengers to phone their families
to say that the plane was being hijacked.  I haven't found evidence to
prove or disprove this yet; however, I recall (perhaps imperfectly)
reading some time later in a reputable publication that terrorists on
one flight allowed (not ordered) passengers to call family.  If I or
someone else can find evidence of permission to call, would that be a
sufficient answer?

Cincy,

The general agreement of the media is that the phone calls were
undertaken in order to inform authorities and family, alert them of
the situation, and say good bye. I did not come across information
that the terrorists ordered some passengers to use their telephones.

It was said on several media stations, and radio stations that the
passengers were NOT ordered to use their phones, at the terrorists did
not stop them from using the phones.  This was to cause more panic /
grief in the United States.
