It looks like the Character Generator ROM (CGROM) gives you a fixed
set of 192 characters and you can also define up to 8 custom
characters.  You can see the character set on this page:

The non-Roman characters are in the range from hexadecimal A0 to FF. 
I don't know Hebrew well enough to say for sure, but it looks to me
like a Hebrew character set is not in there, and 8 characters is not
likely to be enough to support a custom Hebrew character set.  So I
think you would need a custom CGROM to display Hebrew.
